Coinbase today released a position paper supporting BIP-360 (which introduces a wallet format strongly resistant to quantum computing attacks, enabling voluntary migration) but remained silent on BIP-361 (proactive freezing of vulnerable BTC). As some large custodial institutions begin to move, it will be difficult for other institutions to avoid stating their positions, and the Satoshi Coin governance issue, a core issue directly related to the network's survival, is likely to see the debate intensify."
