Jeonse Fraud Victim Support Act, guaranteeing partial deposit for victims, also passed
An amendment to the Enforcement Decree of the Customs Act, which reduces the tariff burden on ships that inevitably change their import goods transportation routes and detour due to the aftermath of the Middle East war, passed the Cabinet meeting on the 6th.
On this day, the government deliberated and approved 12 presidential decrees and 38 promulgation bills, including the amendment to the Enforcement Decree of the Customs Act, at a Cabinet meeting held at Cheong Wa Dae, presided over by President Lee Jae-myung.
The amendment to the Enforcement Decree of the Customs Act aims to alleviate the burden on companies and stabilize the prices of imported goods, as the freight charges included in the customs price increase when ships are forced to detour due to the Middle East war making it impossible to use previous transportation routes, leading to an additional tariff burden.
It includes content that allows the application of customary freight charges when determining the customs taxable value, if the freight charges for imported goods significantly increase compared to what shipping companies would normally apply, due to an unavoidable change in the goods transportation route, such as in the current Middle East war.
In addition, an amendment to the Special Act on Support for Jeonse Fraud Victims and Housing Stability, which guarantees state support for at least one-third of the jeonse deposit for victims of jeonse fraud, was also processed.
The gist of the amendment is the introduction of a 'minimum guarantee system,' which provides support for the shortfall if the sum of dividends from auction/public sale, recovered jeonse deposit return claims, and existing support does not reach one-third of the jeonse deposit.
It also includes a provision that excludes jeonse deposits for which preferential reimbursement rights are recognized from the scope of exemption, even if the lessor goes bankrupt.
An amendment to the Act on Special Cases Concerning Confiscation and Recovery of Corruptly Acquired Property, which includes illegal private financial crime proceeds as property subject to restitution for crime victims, and an amendment to the Act on the Exercise of Sovereign Rights Concerning Foreign Fishing in the Exclusive Economic Zone (EEZ), which significantly raised fines for foreign fishing vessels operating illegally in the EEZ, were also passed.
At the meeting on this day, reports were also made by each ministry, including 'Nationwide Farmland Survey Implementation Plan' (Ministry of Agriculture, Food and Rural Affairs), 'Progress Report on Inclusive Finance Transformation' (Financial Services Commission), and 'Current Status and Future Plans for Suicide Prevention Measures' (Office for Government Policy Coordination).
